Connecting Institutions, Expertise and Global Practice
Today’s challenges in civil defense, search and rescue, CBRN, crisis management, emergency preparedness, aviation, safety, security and resilience increasingly transcend national boundaries.
ADAS develops and facilitates international cooperation between government entities, public authorities, international organizations, specialized operational institutions, academia, centers of excellence, technology providers and industry leaders.
Our role extends beyond creating introductions. We build platforms through which institutions can exchange knowledge, share operational experience, access international expertise, evaluate emerging technologies and develop new areas of strategic cooperation.
Through international forums, technical missions, operational events, institutional visits, workshops and professional dialogue, ADAS connects UAE stakeholders with specialized expertise worldwide while creating opportunities for international organizations to engage with the UAE’s advanced operational and institutional ecosystem.
From International Engagement to Strategic Cooperation
International engagement creates the greatest value when it develops into meaningful institutional relationships.
ADAS identifies relevant organizations, expertise and platforms internationally and facilitates engagement around clearly defined strategic and operational objectives.
These engagements may begin through an international conference, institutional visit, technical workshop, operational exercise or high level dialogue and develop progressively into knowledge exchange, specialized training, institutional agreements, technology cooperation, joint initiatives and long term strategic partnerships.
International Engagement → Strategic Dialogue → Knowledge Exchange → Institutional Cooperation → Partnership → Capability Development
Convening Government, Industry & International Expertise
ADAS acts as a strategic convening platform, bringing together stakeholders that may otherwise operate within separate institutional, geographic or professional environments.
We support the development of high level forums, technical workshops, international delegations, operational demonstrations, specialized conferences and professional exchanges involving government leadership, operational authorities, international organizations, academia, industry and subject matter experts.
The objective is not simply to organize an event.
It is to create an environment where operational requirements meet expertise, expertise meets technology and dialogue can develop into cooperation.
This approach is particularly relevant in areas where effective preparedness requires multidisciplinary collaboration, including CBRN, search and rescue, disaster management, crisis response, civil defense, emergency medicine, aviation safety and security and national resilience.
Thought Leadership & International Dialogue
ADAS contributes to the international professional dialogue not only through institutional participation, but also through executive representation, keynote speaking, guest speaking, panel participation and specialist forums.
Through these platforms, ADAS shares perspectives developed from its activities in the UAE while engaging with international leaders and specialists on subjects including public private cooperation, emergency preparedness, search and rescue, CBRN, Disaster Victim Identification, crisis management, resilience and capability development.
At NADMEX 2025 in Istanbul, for example, ADAS CEO Laila Badaoui delivered a keynote session titled “From Preparedness to Recovery: The Relevance of Public Private Partnerships in Modern SAR, CBRN and DVI Missions.” The official program confirms the keynote and its focus on cooperation across modern emergency and disaster response missions.
Such engagement positions ADAS within the wider international conversation surrounding preparedness, response, recovery and cross sector cooperation, while creating relationships that can contribute to future institutional and operational initiatives.
International Operational Exchange
ADAS also facilitates participation in international operational environments where knowledge is exchanged through practical experience rather than dialogue alone.
At WEBER RESCUE DAYS 2025 in Bitburg, Germany, ADAS facilitated the participation of Abu Dhabi Civil Defense and Dubai Police Search and Rescue, supporting their engagement in collaborative exercises, technical workshops and knowledge sharing with international rescue professionals.
The engagement provided a platform for UAE rescue professionals to interact directly with international counterparts, compare methodologies and experience different approaches to technical rescue and lifesaving operations.
This international operational exchange was followed by a specialized program for Abu Dhabi Civil Defense at Weber Rescue Systems in Austria, where personnel completed maintenance and instructor training. According to ADAS’s published announcement, Abu Dhabi Civil Defense became the first authority in the Middle East to have certified Weber Rescue Systems instructors within its organization.
This progression illustrates how ADAS seeks to transform international engagement into tangible capability:
International Exposure → Operational Exchange → Specialized Knowledge → Training → Knowledge Transfer → In House Expertise → Sustainable Capability
Institutional & Technical Missions
ADAS facilitates international institutional and technical visits that allow government organizations and specialized authorities to engage directly with international centers of excellence, operational organizations, manufacturers and technical institutions.
In September 2025, ADAS organized a visit to Base Weeze in Germany for delegations from Abu Dhabi Civil Defense and Dubai Police Search and Rescue, providing direct exposure to its training facilities, advanced training programs and simulation environments while opening discussions around future cooperation.
These missions provide more than technical familiarization. They create opportunities for decision makers and operational personnel to observe international practices, evaluate capabilities, engage directly with specialists and identify areas where future cooperation can create institutional value.
An institutional visit can therefore become the beginning of a wider pathway:
Technical Visit → Capability Assessment → Institutional Dialogue → Cooperation Framework → Training or Technology Exchange → Long Term Partnership
International Cooperation in Practice
ADAS’s role as a Strategic Partner of Abu Dhabi Civil Defence Authority has provided an important platform for cooperation around emergency preparedness, search and rescue and capability development.
In February 2026, ADAS participated in the International Reclassification of the UAE Search and Rescue Team, conducted in accordance with INSARAG standards, as an exhibitor and strategic partner to Abu Dhabi Civil Defence Authority. The engagement brought international partners and specialized capabilities into the environment, including participation from Base Weeze, and ADAS was subsequently recognized by the Authority for its contribution.
For ADAS, initiatives of this nature demonstrate how international cooperation can connect government requirements, global expertise, technology, operational experience and capability development within a single institutional environment.

Connecting the UAE with Global Expertise
ADAS operates as a two way platform for international cooperation.
We connect international expertise with UAE institutions, while also supporting UAE organizations in developing relationships, visibility and cooperation within international professional and institutional networks.
This creates a continuous exchange:
Global Expertise → UAE Institutions → Knowledge Exchange → Local Capability
UAE Experience → International Platforms → Strategic Dialogue → Global Cooperation
The objective is to ensure that international engagement produces more than visibility. It should generate relationships, knowledge, institutional understanding and opportunities capable of developing into sustainable cooperation.
From Dialogue to Lasting Cooperation
For ADAS, international cooperation is ultimately about connecting the right institutions around a shared objective.
A conference can initiate a conversation. An institutional visit can identify a capability. An operational exercise can reveal new methodologies. A technical workshop can transfer knowledge. A professional relationship can evolve into a strategic partnership.
ADAS brings these elements together to help transform international engagement into structured cooperation, knowledge transfer and sustainable institutional capability.
Global Network → Strategic Engagement → Knowledge Exchange → Institutional Cooperation → International Partnership → Capability Development → Long Term Value
ADAS connects institutions, expertise and operational experience across borders, transforming international dialogue into knowledge, strategic cooperation and lasting capability.
